development is not evolution

The existence of language, like so many things, is subject to substantial levels of assumption.

We see language as something we use, like a tool, available whenever we need it but passively sitting, stored in our memory when not in use.
We can learn other languages and keep them like books on a shelf, to read regularly if need demands or to consult on necessary occasions. We assume language is something we use.

PERHAPS LANGUAGE IS STRUCTURAL.

Which means what? We use our arms and hands when required, but have no conscious use for them when sitting watching television. Maybe eating a peanut or lifting a drink, but we regard our arms as important structural parts of being human.
Your body is physically structured from flesh and bone, you are psychologically assembled from words, thoughts and ideas. This is something to be taken literally, the human psyche is a linguistic structure.

Your head is full of talk, words, songs, worries. The internal noise just arises, though circumstance can provoke words of anger and violence. Thoughts of action, reprisal and all manner of responses that you may not wish to admit to you try to keep in check, but routinely arise.
The important thing to note is how little, if any control there is over the language that spontaneously arises in the head. It is what you are... and it is not by conscious choice.
MILLIONS OF PEOPLE ACROSS THE WORLD SPEND MANY HOURS SITTING IN 'MEDITATIVE POSES' TRYING TO STILL THE PERSISTENTLY CHATTERING VOCALS IN THE HEAD...

...AND THEY ARE OFTEN ASTONISHINGLY UNSUCCESSFUL.
